(c) Arrangements for Study Leave for Colonial Officers.
The Conference examined the existing regulations in the various territories with regard to the provision of study leave for officers. It appeared that systematic arrangements existed in comparatively few Dependencies or groups of Dependencies. Generally speaking, in the remaining Colonies and Protector- ates, although grants of study leave had on occasion been made to officers, it had been necessary to make special arrangements to suit individual cases, and no definite rules could be said to exist.
The Conference were generally of the opinion that the provi- sion of adequate study leave for officers in the various branches and departments of Colonial Government Service was desirable in the interests not only of the local Administrations but also of the officers themselves. They endorsed the views on the subject of study leave expressed in the Report* of Lord Lovat's Com- mittee on Agricultural Research and Administration in the non- self-governing Dependencies. In particular, they attached im- portance to the recommendation that facilities for study leave when provided should be such as would enable officers to under- take approved courses without sacrifice of leave or pay.
